Nabiyev Dilmurod Khamidullayevich was born on September 20, 1978 in Tashkent. He graduated from Tashkent State University of Economics in 2001. He is a Doctor of Economics, professor. He is a member of the Democratic Party of National Revival. He speaks Russian and English languages. Within 1996 and 1997 he worked as a manager of the Marketing Department "TAN-SI" Limited Liability Company where between 1997 and 2000 he worked as an Assistant Manager of the National Insurance Company "Uzbekinvest".

From 2000 to 2008 he worked as a leading specialist and a stenographer of 1st category in the ministry of higher and secondary special education. He worked as a Leading Specialist, Assistant of the Minister of higher and secondary special education, the head of the Research Coordination Division of the ministry of higher and secondary special education.

In 2008, he was the deputy dean of the faculty of International Economic Relations of Tashkent State University of Economics, and in 2010 he was the Dean of the Faculty of International Economic Relations of Tashkent State University of Economics.

In 2010-2011 he worked as an advisor of the group on developing Science, Education, Health and Sports, Leading Consultant of the Science and Technology Development Team of the State Adviser Service, in 2011-2012 he worked as a leading consultant in the department of the National Education and Training Program Implementation Team on the higher education issues. Between 2012 and 2014 he worked as a Chief Consultant of the group on Science, Scientific and Technological Development of the Service of Science, Education, Health and Sports Development in the Office of the President of the Republic of Uzbekistan.

From 2014 to 2016 he worked as a deputy State Adviser to the President of the Republic of Uzbekistan on Science, Education, Health and Sports Development, in 2016-2017, he worked as a chairman of the department of Information analysis on the issues of Education, Science and Youth policy. In 2017-2018, he was the first Deputy Minister of the Higher and Secondary Special Education of the Republic of Uzbekistan while between 2018 and 2021 he worked as a Minister of Physical Culture and Sports in the Republic of Uzbekistan.

Since February 1, 2021 he has been working as a rector of Karshi State University.
